How synonym of corruption & the then Joint Secretary incharge of establishment in Revenue & Forests department, Mantralaya , Mumbai Rajendra Mangarulkar IFS has violated All India Services (Conduct) Rules and after putting serious political pressure……….. saved himself from the clutches of Anti corruption Bureau by setting DG, ACB in his net…….. While Other IFS and Non-IFS officers charge sheeted for putting political pressure, but no action has been recommended by Secretary Forests against him, allegedly because of money power of Mangarulkar………….
Rajendra Mangarulkar IFS, who is synonymous to corruption in Forest department of Maharashtra state, and whose name is ill famous & associated with Reserved Forests loot in Pune & Thane districts; Lavasa, Amby vally, Indal, Ballarpur paper mill’s bamboo rate fixation, Reserved forest land scam of Symbiosis school of Management, Pune etc was transferred out of the Mantralaya by the then Chief Minister. He was transferred by government order dated 19-10-2007 as Joint Director SFD, Thane
Against this transfer on 31-10-2007 Mangarulkar approached the then Forest Minister , Babanrao Pachpute and allegedly on some very big extraneous consideration the transfer was stayed by Minister till 31-3-2008. The stay of transfer order of Mangarulkar was issued on 22-11-2007 after the file was approved by Chief Minister Vilasrao Deshmukh.
But due to very serious pressure of public representatives, flooding of complaints to Minister against Mangarulkar for serious corruption, he was forced to go out of powerful post of mantralaya and he was punished to a posting of CF Working plan at Chandrapur (HQ at Gadchiroli now). His transfer proposal was initiated on 11-9-2008 by the Under secretary Forests Jog without knowledge of Mangarulkar, who was supervisory officer and incharge of Jog on the direct order of then ACS Forest JP Dange .
Meanwhile, there were many cases surfaced against Mangrulkar, specially land matters of Pune & Thane district, Symbiosis Management school Pune, Indal along with many other serious complaints . All these complaints were likely to be investigated by Anti corruption bureau. Hence he approached Home Minister , Jayant Patil. Home Minster vide his letter dated 8-6-2009 requested Forest Minister, Pachpute to post him in Anti corruption bureau. Pachpute only directed ACS forests to do the needful. Which means no action to be taken in this matter . The dispatch no. of this letter from Forest Minister’s office was 736. Since the endorsement from Forest Minister came to Mangarulkar, he came to know that no favourable action would be taken for him since there is no specific instruction from Forest Minister. Hence he procured another letter from Home Minster of the similar date 8-6-2009. Off the record it was Home Minister , who personally phoned Pachpute to post him in ACB. Hence Pachpute directed ACS Forest to put up a proposal for acceptance of Home minister’s demand.
It was strange to find out that Director General ACB, S. Chakravarti, without any reference vide letter dated 30-5-09 addressed to the ACS Home had requested to post Mangarulkar in ACB. It is also unofficially told that Home Minister has directed DG ACB to send such recommendation to ACS Forest. On this , Mangarulkar’s posting to Gadchiroli/Chandrapur was cancelled and he was posted ad Joint Director ACB, looking after his own cases of serious corruption. He is still continuing on the same post.
WHAT GOVERNMENT SHOULD HAVE DONE:
- Like in many other cases of IFS and Non-IFS officers, Mangarukar should have been charge sheeted for bringing political pressure for manipulating his transfers thus violating provisions of All India Services (conduct) Rules.
- Government can find out that he himself had recommended action for bringing political pressure on other officers then how come he should be discriminated vis-à-vis other .
- His all cases of corruption should have been investigated by CB CID instead of ACB, where he himself is Joint Director.
WHAT GOVERNMENT IS DOING:
1. Promoting and posting him to the grade of CCF and trying to post him on a very plum and KHAU post of CCF Nagpur.
HOFF are you recommending action against a select few IFS officers for bringing political pressure ? If yes then watch it. Leave table Tennis and give attention to all these. Recommend action against Mangarulkar. Be firm. Spineless se kya fayada…kewal pension bachegi.
Yaar why do not you publish deeds of Shree Bhagwan, Sarvesh Kumar, SK Khetrapal, Anurag Choudhari, VK Mohan. They are also synonyms of………… Why only target Mangarulkar.
nothing will happen against mangrulkar who his mentors like joshis will never initiate. there are two sets of laws in our state; one for the privileged ones like mangrulkar and other law is for those fellows who does not belong to the lobby of joshi, Pant, Nandkishor, Saxena and others upper caste fellows.
Please don’t always be cast centric. In our country no cast or religious group is free from corruption and mischeif. All of us are equally corrupt. The upper cast people can also give hundreds of examples of corruption by people not belonging to so called upper casts. Be braod minded and get out of the ‘cast fever’ in the national interest and in the interest of our future generations, because this is another factor which is destroying our nation.
HOFF must initiate action after verification. If all these documents are true, which primaface look true, then HOFF must recommend action against Mangarulkar, Government should verify the documents. He should not be posted on territorial post until and unless he is cleared of his so many corruption cases.
It is shocking. yes there is discrimination. Mangarulkar, Kakodakar , Joshi, Pant kee chokadi should be kicked out. They never take action against each other. Mangarulkar brought Kakodakar as Joint Secretary hence he saved him all through four years.
HOFF must initiate action. When is Lavasa story coming ? It is long wait. Is Mangarulkar also involved in that ? Looking now his ill involvement in all these acts, no wonders he may be a crook in that also.

Mangarulkar can not sustain life without drinks even for 1 hour. He comes before Minister after drinking. He always keeps a small bottle of liquor in his pocket and takes regularly. It was during the time of very timid Pachpute saheb that he could start and got habituated for it. Now HOFF or DG ACB , no one can ask him to behave properly and follow norms of
AIS officers permitted conduct. HOFF is weakest person. Minister MR Kadam is involved in his own world. His PS Dawakar is running the ministry. pay him and can your job done. Every one knows it but nothing can be done.
